"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

I just got back in from afternoon errands and heard Bill Kristol say, "Tony needs to be in there now." The official word hasn't been given yet, has it??
I think I'll go take a nap and pretend this strange day was just a dream.
