If you tax transfers, you will bring international investment to a grinding halt. Money is very easily moved from one country to another. If I am taxed for sending money directly to Mexico, I will send it to my account in the UK and then have them send it to Mexico.

It would be better just to require that money transfer agents record the photoID info of people transferring funds to Mexico. No ID, no transfer.
