Texas Pre-Kindergarten Limited English Proficient (LEP) Pilot Program

The following applications have been preliminarily selected to receive a grant for the Texas Pre-Kindergarten Limited English Proficiency (LEP) Pilot Program.

Program Description: The purpose of the Texas Pre-Kindergarten Limited English Proficiency (LEP) Pilot Program is:

To implement multi-age programs serving 3-, 4-, and 5-year olds that assure that English language learning children receive appropriate activities to enter school prepared to succeed. The pilot program must provide many opportunities for the acquisition of English, while supporting the child’s first language including social services, appropriate training and modeling, and research –based curricula and supplies to enhance the development of both languages. Instruction must be in both languages so children can learn concepts in the language they understand while developing their English skills. Programs must include bilingual education specialists and continued professional education to support the teachers.

Grant Period: March 15, 2006 – August 31, 2007.

my daughters grade school principle told us they get more money per head if the students are Spanish speaking, which really means the children of illegal immigrants, because of special funding the kids qualify for, and in not so many words were happy to have these children since they could give them-selfs raises and buy a lot more stuff with the funds.

It was however the map of Mexico annexed to the US without Canada, but with Alaska and Cuba shown as islands painted on the blacktop which put us over the edge .

My daughter finished grade school and Jr high at a Christian school, with added costs but worth every penny.

While language skills are very important; they aren't as essential as this model claims. Models like this are prevalent in education schools -- mainly because most teachers were better language arts students than they were mathematics or science students.

A great deal of mathematics, especially at the elementary school level, can be learned by hands-on manipulation of physical objects, such as blocks. More advanced math can be learned by manipulation of abstract symbols.

Similarly, science is best learned by "doing" science -- not reading and writing about it.

These hands-on methods are not popular among teachers, because they require a deeper knowledge of the subject than simply assigning workbook exercises. Nevertheless, hands-on learning (Google the phrase) is a powerful instructional method that all students could benefit from. Children having difficulty with the language could be taught a great deal of math, science, physical education, art and music without delay, by using these methods.

While the overall situation is not right, I'm not a fan (putting it mildly) of public schools anyway. She would do much better off being schooled at home or in a private school.

All it takes to become a citizen is to be born here. It doesn't matter whether your parents are legally here or not. If you are born here, you are a citizen here, and if you are a citizen, you are entitled to be educated here.

No they are blatant about it. Maybe you should try standing at the San Ysidro border at 7am on a school morning and watch the youngsters (some with, but many without their parents) cross the border with their backpacks on and attend school.

Amazingly enough, when I taught in an inner-city school with a majority of hispanic children below poverty level and on free lunch, it was very common to see children buying dessert with $5 bills--and lunch was 90 cents! D'oh!

Don't even get me started on the majority of kids with designer football jackets wearing Air Jordan sneakers...brand new.

Somethin' ain't right with this picture.

Your bigotry may be misplaced here. I know of one elementary school in Texas where they have over a half dozen classes of pre-K and K for CHINESE speaking children. Classes for the following languges are located at another school: Japanese, Russian, Farsi, Korean, Armenian, Urdu, Bengali, Tagalog, Albanian, Tamil, Arabic, Hindi, Vietnamese, Dutch, German, Gujarati, Kurdish, Malayalam, Portuguese, Punjabi, Telugu, and Thai.

Yep. At three or four, all children who speak English are still learning English. Few people master the language in their lifetimes. Why would the schools deprive her of the opportunity to learn Spanish?

Well EXCUSE me! This is the United States. We speak ENGLISH here. There is NO earthly reason why an ENGLISH speaking child should take a BACK SEAT to someone who doesn't speak the language. THAT is NOT "bigotry". Look up the meaning of the word.

I don't care how many schools cater to FOREIGN languages, NO ENGLISH speaking child should be REJECTED because that child speaks the language of the land - ENGLISH.

There is something VERY WRONG where ENGLISH speaking children are REJECTED because their first language isn't FOREIGN. If anything the FOREIGN speaking students should be REQUIRED to speak ENGLISH.

In case you didn't know catering to a FOREIGN language with the hope of LATER having the children learn ENGLISH, is NOT working - THAT is a FACT. They finish up school still not learning ENGLISH. a healthy country needs a COMMON language. It has always been ENGLISH and should remain ENGLISH otherwise we will quickly become a second rate country. This diversity crap when it comes to a COMMON LANGUAGE will just aid the decline of the U.S..

It doesn't matter what the second language is ... it is the slur on English that concerns me and the catering to everything but English.

What I think is that unless and until that happens, local and state governments have no choice but to do as the law requires. Ranting and railing against what we consider to be unfair is exactly what the immigrants do, isn't it? Simply saying that it has always been that way on one subject (language) and ignoring the same tradition on another (citizenship) is just as childish and unfair as the immigrants demanding "rights" they don't have simply by virtue of their being here.

As it stands now, the law is that if you are born on American soil, you are automatically a legal citizen. You are entitled to the same rights set forth in the constitution as anyone else, no matter what color your skin is or what language your mama teaches you from the cradle. That is the law. To advocate enforced violation of the law puts us on the same level as the immigrants we despise.

There is no question that the U.S. needs to reevaluate the immigration laws and changes need to happen, and that current laws need to be enforced, but all I see here lately is people who are pissed off and want to "get theirs" too. That doesn't help the situation. If you don't like the law, work to change it. Whining about it and soliciting others to whine along with you is degrading. People won't take you seriously for long. If we keep this up, we are only showing our bigotry and hatred for even the smallest of God's children.

Putting a capital letter at the beginning of a derogatory word doesn't change the intended meaning. Do you call a child born with Down's syndrome a Retard? What about a child born with a club foot? Is that baby a Gimp?

Any credibility your thoughts might have had went right out the window when you started casting aspersions on citizens of this nation.

Here's the thing....

There are so many children who speak very little or no English who will be enrolled into public school. The school districts in Texas have ESL programs, but the teachers and administrators feel it isn't enough because these children, who may or may not be American citizens (a lot of them are, but only 1st generation) ~ even by 4th and 5th grade aren't necessarily English language proficient. As a result, some schools are moving to a bilingual atmosphere.

There used to be a pre-k program for special needs children and for low income children. Nowdays it also includes children who do not speak English. In my generation, everyone I know who attended pre-k, and this includes primarily native English speakers, attended a 3-day (half-day) church sponsored program. For socioeconomic reasons, this appears to still be the case today. Middle class and upper class Native English speakers get passed over in favor of those who are needy or less fortunate in some way. It isn't fair, especially since we are talking public education, however, that is the reality.

So, if you niece is middle class or better, and a native English speaker, she will probably not be going to pre-k at a public school (after all, it isn't *for* her that the school does pre-k). You might try suggesting a local religious pre-k program, it's still early enough that you may not have to worry about a waiting list yet.

< /rant> flame away. This was 100% personal experience/opinion.

No flame here. You are absolutely correct. Even though it is taxpayer money which funds these schools, this "pilot program" is for non-English speaking children, and next for anyone on WIC. If room is available after this, then the system will look to the English-speaking children to fill the rest of the seats.

Punish all children who speak English and are not on WIC. Bad parents.
