I believe it was Carter. I was too young to remember the Nixon years but I do remember (vaguely) the Carter years and I remember the change to 55.

NIXON, NIXON, NIXON. I remember seeing the oval office broadcast on the subject, I couldn't drive at the time so I didn't really know the imapct, but it was Nixon.
The 55 mph idea was bad to start or continue.
It is bad again for Hillary to try to re-start the 55 mph idea.
All I remember about Carter was from recess at my elementary school:

I had no idea who he was or how he was screwing up the U.S.A. but it was a catchy tune and even my long-hair-having, bell-bottom-wearing parents voted for Reagan.
You are both wrong. It wasn't Nixon or Carter, it was Gerald Ford who signed the 55mph speed limit into law.
Nixon signed the 55 MPH into law in 1974. You’re too young to remember that, but I vaguely remember the Nixon years.
