He is reported to have said that he will allow the Coast Guard to decide whether it should be built.The Coast Guard has replied that "there's no way, no how gonna be any wind farms in, on, around, on top, or underneath the Nantucket Sound now or ever, thanks for asking".

And in other news, Ted Kennedy has announced that the entire Coast Guard budget is up for review.
Kennedy said, "Some have said that the Coast Guard is not needed anymore. I don't personally believe this, but out of respect to those of other beliefs, we will at least take a look"

The Coast Guard decides such things? Call me cynical, but it seems more likely that he has secured assurances rom others that they will block the wind farm for him.I think the Coast Guard's involvement is to determine if the proposed wind farm would be a hazard to navigation in the area. Unfortunately, I agree with you that this probably means the fix is in.
