Rush said that Hastert and the others in the House were upset at Bush for not following their more conservative agenda.
I don't see how being more stupid and more disconnected is more conservative, but that's just me.
Just before going on a commercial break, Rush said "the House Republicans are fit to be titled."
It's clear he meant to say they were fit to be tied, and that he thought they were entitled to think that way, but I thought that was an interesting mental shortcut.

John is essentially correct except he left out the Constitutional note that members of Congress are also protected from arrest while en route to/from their home (including districts). An interesting note that has, on occasion, been applied in the past.
