Culberson Amendments Adopted by House Appropriations Committee

Today, Representative John Culberson (R-TX) successfully added two amendments to the FY2007 Labor, Health and Human Services, and Education Appropriations Bill. The first amendment prohibits federal funds in the bill from being used to provide in-state tuition rates to illegal immigrants.

"The Appropriations Committee approved my amendment today to enforce existing federal law which prohibits state universities from giving illegal aliens in state tuition rates or other education benefits unless the university also grants those same benefits and in-state tuition rates to students from all 50 states. Texas and nine other states have passed laws granting in-state tuition to illegal aliens, and I will work to make sure that Texas and these other states have time to act, but these state laws must be repealed because they violate federal law and defy common sense," Congressman Culberson said.

The second amendment Culberson added to the bill in committee prohibits federal tax dollars from being used to provide Social Security benefits to illegal immigrants under a totalization agreement with Mexico or any other country. Under current law, illegal immigrants are ineligible for Social Security benefits unless the Administration signs a totalization agreement with their country of origin which makes them eligible or they are legalized as the Senate and the White House propose in the Senate immigration bill.

"Unfortunately, the Administration signed a totalization agreement with Mexico on June 29, 2004, and the White House will not let Congress see it, which makes me very suspicious. Reliable reports tell me that this agreement will put every illegal alien from Mexico and their entire extended family anywhere in the world on our overburdened Social Security system....."

I strenuously oppose the effort to legalize illegal aliens through the Senate bill, and I will vigorously oppose any effort to open up our Social Security system to illegal aliens and their families through this totalization agreement. The Appropriations Committee agreed with me today that we should not place this immense and totally unfair burden on our Social Security system."

"The White House won't let Congress see this" ?! WTH?

When I heard this on Fox this morning I couldn't believe what I was hearing. With this, we are giving our country away to Mexico.....what was he thinking?

I read about this a few days ago. There is absolutely no congressional oversight for anything Bush signed with Canada and Mexico. This action is unbelievable, and proves once again that this President is "open borders" and "plenty of freebies when ya get here!

This is explaining a lot of questions I've had about Bush's attitude on this issue. I am not a happy camper about this. But thank goodness for Culberson bringing it out into the open and now fighting against it.

It really makes me wonder if any of congress actually read bills and amendments before they vote on them.

Have you seen this article? Documents signed with foreign governments that congress can't see, and Congressional Amendments that are thwarted by the Administration's signed of said documents. I've been a huge supporter of President Bush, but, like many Conservatives, I'm flabbergasted that 5 years after 9/11, we still have an open border, and to boot we are sweetening the pot. This President or any other President for that matter, does not rise above the Constitution of the Unites States.
