"tolerate vicious animals that are loose."
VICIOUS animals are one thing, an eccentric cat is something else. Didn't any of these people figure out that if this was the cat's habit that it could be broken pretty quick? A bucket of water has cured many a cat from many different habits.
Purrrrrrrrrrr....
I say we draft Lewis and Jack the Cat (the one who treed the bear) for president and veep. They've got more guts than anyone currently running.
We'd have to get Lewis's house arrest overturned first.

Hubby had argued for keeping Lightbulb as a purely indoor cat, but I didn't think any active cat would stand for that. So we compromised. It worked out well - but I work at home so I've always been available to get them unstuck when they'd walk around a bush a few too many times, etc.
"Is he a mean critter, or just defending his space, the best that he can?"
Cats usually don't defend territory...but they do defend animals that they are keeping to use as food later on.
"look at the mitts on that thing."
Looks like it may be polydactil...some people breed them to have an extra toe.
Never know when that might come in handy.
He could run from home. After all, we wouldn't want to risk having him claw prospective voters...
