It was a test of our systems. NORAD tracked the missiles from the moment of launch and noticed that they were not a threat to anythin other than fish. One missile, the only one that was of real concern to anyone, went BOOM less than fourty seconds after launch. The rest were Scuds that were headed for the sea. But hey, tracking them and knowing where they were headed, and knowing they were not a threat is, to you, a failure. Why tip out hand and let the DPRK and their ChiCom masters know about our response chain so that they know it operates?

Here another other bit of the equation. They fire a bunch of lesser missile along with their Pride and Joy. Possibly trying to see if would would fire at decoys in case of a real strike on us or our allies. We didn't fall for the gambit. If we had, then, they would possibly fire a dozen missiles along with a TD-2 or two during a real strike. We demonstrated that we know the difference between 3rd rate decoys headed for nowhere and a missile with real threat potential.
Also, you mentioned that they have thrown everything into their military. Yes, and what they have to show for it was this pathetic missile test in which their scariest missile didn't achieve more than 30 to 40 seconds of flight. If we destroyed that missile, then "Kudos"; we would have demonstrated an ability to select one missile out of many to destroy. If we didn't kill the missile, then Li'l Kim demonstrated that all his efforts for an ICBM resulted in a glaring failure.
