A GPS system can measure distances to calculate a longitude, latitude and elevation, but software and data base puts it on a map. Comparing different models even when the measured data is almost the same the software can show you at different points.
I have not used one of those hand held one much, do they know if you can make make u-turns at a intersection. Streets and Maps from Microsoft will tell you to turn left, but the signs NO LEFT TURN.

Your watching too many James Bond movies. No one has sold the precise codes to anyone. The algorithm for how the codes are used is public knowledge, but you have to have the sequence, which changes regularly.
