For those of you not familiar with Texas, many of the communities mentioned are relatively small and mostly rural. For them to generate audiences the size of those being reported, this is a HUGE issue. Unfortunately, I have seen Texans turn down projects in the past that the state government wants and the state will get what it wants.
These hearings are more for "Show aand Tell", than any actual substance. Gov. Perry has already made up his mind on this project and TDOT will rubber stamp it and go along.

This is especially true if the meetings are run by facilitators, or are consensus based instead of based on Robert's Rules of Order. One way to have impact is to require that all these meetings be run by Robert's Rules. It is the only way to achieve constitutional representation at these meetings.
