It's not a "prebate". The entitlement payment, set by estimates of poverty levels, is made regardless of the taxes paid by the recipient, if any.The prebate is set only by family size, which may or may not correlate with poverty level or net worth or any other such factor, so I consider it more appropriate to consider it in the "reimbursement" rather than "entitlement" category.
