Looks like he is holding a photocopy on legal sized (or longer) paper.
It's 11 x 17 paper, likely laser printed judging by the artifacts in the image, folded and carried to him (judging by the line in the photo down the middle.) It also appears to be a stack of 11 x 17's, looking at the top of the image.
Used to make my galley proofs on 11 x 17 before taking it to the print plant for my own newspaper.

Check out what looks like a staple in the upper left corner of Castro's "newspaper" and the lighting that is typical for a stack of papers folded at the staple.
