It is the ethical dilemma for a society to consider. In such a disaster scenario those with the most likelihood of continuing the species are the first priority be they "breeders", rescue, soldiers, medical and hot chicks.

How about "If you get the earned income tax credit you get no aid?"

Log in doesn't work.

Doesn't surprise me though. If in the worst case, it would be triage. That and I suspect that this is viewed as a chance to "balance the books" by some.
