Yes, it will change. It will change to "Push #1 if you wish to hear this message in Spanish, #2 in English" with the initial greeting in Spanish.

I had an occasion to call Cox Cable in Phoenix. The only choice I got was press #1 for English. That leads me to believe the default language would have been Spanish.
