Those verses are certainly good to the point but I don't think alone would be a good guide in this situation. You also might want to consider the following biblical context to balance it out.
Proverbs 26
1 Like snow in summer or rain in harvest,
honor is not fitting for a fool.
2 Like a fluttering sparrow or a darting swallow,
an undeserved curse does not come to rest.
3 A whip for the horse, a halter for the donkey,
and a rod for the backs of fools!

This is part of the reason why I don't think we'll win thier hearts and minds, the other part is what I have seen and heard and read about the mid east situation. It seems to me they only take our kindness for weakness and escalate thier aggression.
