This is pretty much the way I understood the deal at the time:

1) Republika Srpska gets the eastern enclaves, Republic status and the right to eventually join up with Serbia.
2) Croatia takes over full control of the Krajina region.
3) Kosovo is stripped from Serbia and becomes independent.
4) The Croatian part of Herzegovina remains in confederation with Bosnia and not allowed to become part of Croatia.

This was how the US and the West invisioned the map of the Balkans to be cleaned up. Before the eastern enclaves in Bosnia fell, the US State Department was getting very impatient with the Serbs because it was taking way too long for them to make their move.

Could you expound more on that last part about them getting impatient with the Serbs to make their move. What were they saying and for how long had they been pressuring the Serbs on that front - weeks, months, half a year...?
