You've noticed the obfuscation, too. We have temporary workers programs. What the President suggested was not a guest worker program, but an amnesty, which is an entirely different thing.
The MSM is deliberately using the terms interchangeably in order to confuse the issue.
Most conservatives have no problem with guest worker programs provided the workers are actually necessary, they don't bring families here to strain social services, and they go home periodically.
Conservatives have a huge problem with rewarding and encouraging illegal behavior with amnesty, which is what the original Senate bill tried to do.
I've heard the terms used interchangeably several times in recent days, since the fence bill was signed. The desperate MSM is losing the amnesty argument, so they've resorted to ratcheting up the rhetoric to confuse people.
But has the money actually been appropriated?
