MEXICO CITY, Mexico (AP) -- A spokesman for Mexican President Vincente Fox on Wednesday said the United States will likely never build 700 miles of new fencing along the border dividing the two nations.
The fence received final approval in the United States last week.
But Fox's spokesman Ruben Aguilar said the U.S. Congress is unlikely to approve enough funding to finish the project.
"There is no money to build it, so it won't be built," Aguilar told reporters. "Even though the wall was approved, there is no funding."
No one knows how much the 700-mile (1,125-kilometer) fence will cost, but Congress sent a bill to the White House making a $1.2 billion down payment. A 14-mile (23-kilometer) segment of fence under construction in San Diego is costing $126.5 million.
On Monday, the Mexican government sent a diplomatic note to Washington criticizing last week's U.S. Senate vote to authorize the new fencing as part of congressional efforts to combat illegal immigration. (Watch U.S. Congress debate border fence -- 1:45)
On Tuesday, all eight parties in Mexico's Congress joined forces to exhort Fox to use all the diplomatic means at his disposal to try to stop the construction of the fence.
The bill must still be signed into law by President Bush, but Mexico is lobbying Bush to veto it.
U.S. State Department spokesman Tom Casey said Tuesday the U.S. was talking to Mexico about the issue of immigration, but he did not give details.
Aguilar said on Tuesday his country still wants comprehensive immigration reform that would allow more people to migrate to the United States legally.
"The wall will be useless and unworkable," Aguilar said, adding that it would adversely affect the environment, including the reproduction of some species.

based on past experience, I tend to agree. When the funding bill for this passes, I might look for the bidding process on the fence to start.
I am worried that after the November elections, the politicians will forget about the wall and quietly go back to letting the illegals stream in and lower wages.
If $126 million will build a wall that has a length of 23 kilometers, then $1.2 billion will build a wall that's 219 km long, which converts to 135 miles of wall.

Remember what got this issue off the ground? Civilian activism on the border. That isn't going away any time soon.
The National Guard on the border has given us a much needed rest, but we don't expect them to be there long after the election, by then we will be well rested.
El Wrongo. It will not be built. If we don't have the will to enforce immigration laws, why should we build a wall? We're too dumb and lazy to even re-build the WTC.
That should have a really big impact on the clerk who can't speak English.
Having worked in one of the check processing centers for the IRS, that's just not so. You have to be fluent in English to work there. That said, what it's not going to impress are the big OCR machines that the IRS uses.
We should import some cheap labor from Asia or Africa to build it. Oh, the irony!
while we are on the subject of the environment, what do you think is the environmental impact of a hoard of third world peoples who have no concept of environmental conservation, have not the means to implement such frugal environmental upgrades in their lifestyle due to poverty, who, notoriously as an ethnic group are known for licescious littering and dumping of toxic waste, who reproduce like rabbits, import a rainbow of diseases and traditionally operate old worn out motor vehicles with smog exept status as a way of life....need I go on ?

Correct. I multiply all government spending forecasts by a factor of at least 3. Having said that, I still fully support the idea. Money well spent.
