This is a really good question EternalHope and I hate to answer "it depends," but I'm going to have to do that.
It depends on the monitoring by election observers, and that is a controversy right now in Venezuela because the CNE (Venezuela's National Electoral Council) has floated a (pro-Chavez) proposition to bring in foreign electoral observers who would not be actively empowered to report in public any violations they see. I put up a thread on this a few days ago:

The election observers plan has not been finalized yet. And a lot depends upon the Venezuelan Army, which is dominated by Chavez loyalists right now, but still retains many civic-minded and anti-Chavez members. The army is part of the
Plan Republica, which is an integrated Venezuelan "internal defense" plan that gives them a role in monitoring elections.
My best guess is that Chavez and his people are planning an extensive fraud effort right now, but they may find they are not able to get away with it, given that the popular support for Rosales is growing stronger by the day. We'll have to wait and see.
I would say that if the election were held today, Rosales would win the vote and Chavez would steal the election. But things can change.
