I noticed American Caging's status has now changed and they are in good standing with the state of Texas now that AC's fees have been paid.

No doubt it's better for business.

Good for business like retaining such clients as The Salvation Army, which surely would not want to use a caging service that can't manage its debts, files, or affairs responsibly.
