No, that would be too violent. They will find some way to wrap their out of control underclass in cotton batting and store them. Of course it won't really work, none of these half baked ideas do. But that wont stop the Brits from continuing their little social experiments.

Funding is being offered to councils that want to have their pubs keep a regional black list of known trouble makers. The fingerprint network installed in February by South Somerset District Council in Yeovil drinking holesy is being used as the show case. Wouldn't it be simpler to just have pictures of known troublemakers?
Then again, you get more funding for fingerprinting.
