My wife did a Bible Study that used a video by Beth Moore, and one of her points was that any apology that uses the words "I apologize for the misinterpretation" or "for how you feel" is not an apology.
Kerry has to try again. Or, better yet, resign. Now THAT's a real apology.

"When I said I apologize to no one, and then I apologized to any service member who was offended, that means that service members are no ones. I think I am clear enough on that and will not say more unless I have to explain what I mean again."
I hate apologies that say "I apologize to anyone who was offended." That's bull. It puts the load on the target.
The right way is to say, "What I said was wrong. I was wrong to say it. I apologize to all service members." Then, if possible, you find a way to correct the damage. Here's my suggestion:
"I am obviously a doofus who has trouble getting things right. So, I will retire from public life and will spend my retirement years sailing and I will shut my mouth. Goodbye and Godspeed."
