There is a popular sport in Serbia in which two groups of young men tug on opposite ends of a rope, in a test not only of strength, but also of unity. Tug-of-war is an interesting contest, as the outcome does not depend solely on the strength of individual members of the team. What matters is the ability to pull the rope in a coordinated fashion, counter the pressure applied by rivals, and spot their weaknesses. The losing team is not injured or harmed in any way by this process. Victory is simply a measure of one side's greater strength and unity. The business of the new draft constitution in Serbia, whose adoption has been urged by both the president and prime minister, is reminiscent also of a tug-of-war. But this time the contest is between Serbia itself and certain vested interests, particularly with respect to the final status of Kosovo and Metohija. The need to adopt a new constitution reinforcing Serbia's national position on the Kosovo issue is obvious. No one argues that the enactment of the constitution on its own will necessarily change the view of the international community on the status of Kosovo and Metohija.

I understand Hoppy is an expert on pulling other men's rope so maybe this would be a good game for him.

Well, if you have a two 5th grade classrooms consisting of 30 students (let's call them 30 small countries) playing tug-of-war, it's easy for a single 12th-grader (call this person the country of the United States) to step on either side and pull and win the game - which either direction the 12th grader chooses to go.
