Can folks get away with not using the toll road?

Sure, if your time is worth absolutley nothing--and you don't mind spending two or three times (or more) the travel time--due to traffic, lower speed limits and stop lights.

Well I'm strongly in favor of it. South Texas has always gotten the short end of the stick when it comes to highway funding. It'll be nice to be able to travel from south Texas to the Dallas-Fort Worth area without having to go through all the congestion on I-35 going through San Antonio and Austin all the way up to Hillsboro.
