Cardinal Martino is just one Cardinal and does not speak for the Vatican. He is very liberal and lost out to Pope Benedict XVI by a long shot.
Additionally, Catholic teaching clearly recognizes the right of a country to make laws regulating immigration to protect the greater good of the country.

With all due respect to Cardinal Martino, and I say this as a Catholic. Last time I was in Rome, I noticed there were walls all around the Vatican to separate it from Italy.
It's inhuman, I tell you!
