If there is a separation of church and state (dare you to find that wording in the Constitution), how do they think their rules apply?
The Constitution says they government cannot endorse one religion over any other, which is not the same as no religion at all.

One of my host of pet peeves is that people buy houses near airports,
then complain about the noise.
Another is that cities pass laws and then apply them backwards;
I'd bet the church was in place, bells and all, long before the sound restriction came into being.
