Because of the rule, organizers of the biannual International AIDS Conferences have not held a gathering in the United States since 1990, when San Francisco hosted the event.
The White House chose Friday, World AIDS Day, to announce that Bush would issue an executive order allowing HIV-positive people to enter the United States on short-term tourist or business visas without having to seek special permission.
"This administration is very serious about fighting discrimination on AIDS,'' U.S. Global AIDS Coordinator Mark Dybul said during a telephone interview after White House ceremonies marking the day.
Activists, taken by surprise by the announcement, generally praised Bush's decision but said all restrictions on immigrants with HIV should be lifted."

A Proclamation by the President of the United States of America
HIV/AIDS is a global health crisis and a constant struggle for many of our families, friends, and neighbors. On World AIDS Day, we underscore our commitment to fight the AIDS pandemic with compassion and decisive action.
America leads the world in the fight against HIV/AIDS, and through the Emergency Plan for AIDS Relief we are combating the disease in countries around the world. Through the New Partners Initiative, we are supporting faith-based and community organizations that offer much of the health care in the developing world, so that we can reach more people more effectively. In addition, the United States and other concerned countries are promoting a comprehensive strategy to prevent the spread of HIV/AIDS. This includes the ABC approach -- encouraging abstinence, being faithful, and using condoms, with abstinence as the only sure way to avoid the sexual transmission of HIV/AIDS.
As we work to fight HIV/AIDS globally, we must also ensure our citizens at home have the resources and support they need for treatment and prevention of this disease. Today, more than 1 million Americans are living with HIV/AIDS, and many of these individuals are unaware that they are infected. We will continue to provide medical care, counseling, and testing for those in greatest need of HIV/AIDS assistance, and I have asked the Congress to reform and reauthorize the Ryan White CARE Act and provide new funding to improve distribution of HIV/AIDS medicines in America. The Federal Government is also working closely with faith-based and other community organizations to provide services to individuals with HIV/AIDS and end the stigma of AIDS.
America is blessed with scientific knowledge and compassionate citizens, and we are guided by our founding conviction that each life has matchless value. On World AIDS Day and throughout the year, we stand with our friends and partners around the world in the urgent struggle to fight this virus, comfort those who are affected, and save lives.
NOW, THEREFORE, I, GEORGE W. Islamic Jihad warns Gaza Strip cease-fire on verge of collapse
Never mind that Islamic Jihad was not party to, and has continued attacks during the Gaza cease-fire. Are they telling us everyone in Gaza has finished re-arming? By Avi Issacharoff for Haaretz:
Islamic Jihad said Sunday the week-old Gaza Strip cease-fire is on the verge of collapse, due to what it called repeated Israeli violations.
"The calm is on the edge of collapse due to the continued Zionist violations and the attacks against our Palestinian people in the West Bank and Gaza," Abu Ahmed, a Gaza-based spokesman for the group's armed wing, said in a statement.
"Nobody should blame [Islamic Jihad] for any reaction its brigades take in the coming hours in response to the violations by the Zionist occupation," he said.
Abu Ahmed called on the Palestinian factions to "reconsider the tahadiyeh [short-term cease-fire] given the violations of the Israeli occupation and the declarations of [Defense Minister] Amir Peretz."
Peretz told a cabinet meeting on Sunday that security forces will continue to operate in the West Bank.
Islamic Jihad accused Israel of "more than 70 violations" of the ceasefire but did not specify what they were.

It is not without reason that Fox TV’s hit counterterrorism show “24,” with its take-no-prisoners protagonist Jack Bauer, has captured the imagination of millions of Americans. Year after year, Bauer’s Los Angeles-based “Counter Terrorism Unit” has faced down and bested domestic and foreign terrorists intent on destroying American cities and eventually our nation itself.
Not surprisingly—because while most Muslims are not terrorists, most terrorists are Muslims—Bauer’s principal enemies have been Muslims. Art imitates life.
Although Bauer is smart, resourceful, and ruthless in his patriotic determination to keep America safe, neither he nor Fox TV were tough enough to withstand pressure from the Council on American-Islamic Relations (CAIR). It was at CAIR’s insistence that Sutherland make the politically correct statement quoted above on national television.
In its Annual Report—“The Status of Muslim Civil Rights in the Untied States 2006, The Struggle for Equality”—CAIR proudly explains how it successfully intimidated Jack Bauer and Fox TV."

MOSCOW: A former bodyguard to Russian President Vladimir Putin was murdered with a poison that produced symptoms remarkably similar to those that killed former spy Alexander Litvinenko, it emerged yesterday.
Roman Tsepov died, aged 42, in 2004 after suffering severe radiation sickness brought on by a mystery substance he had ingested with food or drink.
The case suggests that use of radioactive poisons - similar to the polonium-210 that killed Litvinenko - may be more widespread than previously thought.
Tsepov, nicknamed King of the Shadows, is said to have had several powerful enemies but the identity of his killer has never come to light.
He was a graduate of the supreme military commander school of the Russian Interior Ministry and served with the interior troops. In the early 1990s, he set up Baltic-Escort, a security business that provided bodyguard services to Anatoly Sobchak, the then mayor of St Petersburg, and his deputy, Mr Putin.
Tsepov survived three murder attempts in the 1990s. His friends believe his ties to lucrative businesses in Russia could have made him a target but claim he was not linked to a mafia gang.
In September 2004, he was admitted to Sverdlov hospital in St Petersburg with severe food poisoning.
As in the case of Litvinenko, doctors were baffled as his condition grew worse over the first two weeks.
He began to show classic symptoms of radiation sickness: he grew pale, his hair fell out and his white blood cell count fell.
He died before he could be taken to a specialist hospital in Germany.
The city prosecutor's office in St Petersburg has described the case as a "premeditated murder".

Sadr Followers Target Assyrian School Girls in Baghdad

BAGHDAD, IRAQ (ANS) -- Followers of Moqtada al-Sadr have issued a fatwa(1) concerning school girls, according to an Assyrian priest in Baghdad.
This was revealed in a story released by the Assyrian International News Agency (AINA ) which says, “The fatwa requires all girls to wear the veil while attending school. In an unusual twist of logic, the fatwa implies that failure to wear the veil would be tantamount on the girls' part to complicity in the death of the Imam Husayn ibn Ali (killed in 680 A.D. in Karbala in a battle with the army of the Caliphate.)
“The priest indicated the fatwa was at least for the New Baghdad neighborhood, where many Christians live, and that he feared for the safety of the Christian girls in the area.
“The fatwa appears to be an attempt by Sadr and his followers to establish a Taliban style Islamic theocracy in Iraq.”
According to an article in the Middle East Journal, “Muqtada called on May 2 [2003] for strict Islamic law to be applied to Iraq's Christians, as well, including the prohibition on bars and on allowing women to appear unveiled. This ruling appears to be a restatement of one of his father's fatwas, but this time the al-Sadr family had the authority to make it stick in some parts of Iraq.
“In contrast, Grand Ayatollah Sistani issued a statement saying that the Najaf establishment had not called for forcible veiling.”

Dead Russian Spy to be Buried as a Muslim (UK - 12/4/06)
Alexander Litvinenko, the former Russian intelligence agent poisoned in London, is to be buried according to Muslim tradition after converting to Islam on his deathbed.
The spy's father, Walter Litvinenko, said in an interview published today that his son - who was born an Orthodox Christian but had close links to Islamist rebels in Chechnya - made the request as he lay dying in University College Hospital. Nine Scotland Yard detectives were preparing to fly to Moscow as early as today to speak to witnesses who met Litvinenko around the time of his poisoning, which is believed to have happened on November 1 at a sushi restaurant in Piccadilly...
