The only difference is the presenter, who is swathed in an Arab headdress and masked to hide his identity, and the subject of the broadcast, a call for an Islamic state for Iraq and a vow to use Iraq as a launching pad to crush the "Zionists" in Israel.

Welcome to the "Voice of the Caliphate", the latest offering from the Global Islamic Media Front, widely regarded as the mouthpiece of al-Qaeda and the worldwide jihadist movement.

Distributed over the internet, the mock news format is just one of many employed by al-Qaeda's highly sophisticated propaganda arm.

Al Qaeda has made stopping democracy in Iraq a top priority, according to U.S. military officials. It has recruited hundreds of suicide bombers to come to Iraq and inflict mass casualties to spur a Sunni-Shi'ite Muslim civil war. The group wants to wear down U.S. troops to the point where they will retreat. Al Qaeda's ultimate goal is to turn Iraq and other Middle East countries into hard-line Islamic states, U.S. military officials say.

COLUMN SNIPPET: "Simon Bikindi was once the most famous musician in Rwanda. Twelve years ago he was also the most lethal.

In 1994, as Hutu militants slaughtered more than 800,000 of Rwanda's minority Tutsis and moderate Hutus, it was Bikindi's inflammatory songs that dominated the country's airwaves. Radio Milles Collines, which egged on the death squads and coordinated their attacks, "played Bikindi's music constantly during the 100 days of killing," the New York Times recalled in 2002. "In Rwanda, almost no one reads newspapers or owns a television, and radio is kig. According to eyewitness reports, many of the killers sang Bikindi's songs as they hacked or beat to death hundreds of thousands of Tutsis with government-issued machetes and homemade nail-studded clubs."

Today Bikindi is being tried by the international tribunal created to bring Rwanda's accused war criminals to justice. The central charge against him is that he incited genocide with his songs. He is not the only Rwandan to be put on trial for incitement. Among those already convicted are a founding director of Radio Milles Collines and the one time editor of Kangura, a virulently anti-Tutsi newspaper.

Words can be deadly, opening the door to murder on a vast scale. That is why the 1948 Convention on the Prevention and Punishment of the Crime of Genocide unambiguously makes it as much of a crime to incite acts of genocide with words as to physically commit them with weapons. And if that is true of words uttered by a singer or an editor, surely it is even truer of exhortations to mass murder by a head of state .

So if Simon Bikindi has been charged with incitement to commit genocide, why hasn't Mahmoud Ahmadinejad?"

President's Statement on S. 2370, the "Palestinian Anti-Terrorism Act of 2006"



Today I have signed into law S. 2370, the "Palestinian Anti-Terrorism Act of 2006." The Act is designed to promote the development of democratic institutions in areas under the administrative control of the Palestinian Authority.

Section 2 of the Act purports to establish U.S. policy with respect to various international affairs matters. My approval of the Act does not constitute my adoption of the statements of policy as U.S. foreign policy. Given the Constitution's commitment to the presidency of the authority to conduct the Nation's foreign affairs, the executive branch shall construe such policy statements as advisory. The executive branch will give section 2 the due weight that comity between the legislative and executive branches should require, to the extent consistent with U.S. foreign policy.

The executive branch shall construe section 3(b) of the Act, which relates to access to certain information by a legislative agent, and section 11 of the Act, which relates to a report on certain assistance by foreign countries, international organizations, or multilateral development banks, in a manner consistent with the President's constitutional authority to withhold information that could impair foreign relations, national security, the deliberative processes of the Executive, or the performance of the Executive's constitutional duties.

Section 620K(e)(2)(A) and 620L(b)(4)(B)(i) of the Foreign Assistance Act of 1961, as enacted by sections 2(b)(2) and 3(a) of the Act, purport to require the President to consult with committees of the Congress prior to exercising certain authority granted to the President by sections 620K and 620L. Because the constitutional authority of the President to supervise the unitary executive branch and take care that the laws be faithfully executed cannot be made by law subject to a requirement to consult with congressional committees or to involve them in executive decisionmaking, the executive branch shall construe the references in the provisions to consulting to require only notification.

The executive branch shall construe section 7 of the Act, which relates to establishing or maintaining certain facilities or establishments within the jurisdiction of the United States, in a manner consistent with the President's constitutional authority to conduct the Nation's foreign affairs, including the authority to receive ambassadors and other public ministers.

The executive branch shall construe as advisory the provisions of the Act, including section 9, that purport to direct or burden the conduct of negotiations by the executive branch with entities abroad. Such provisions, if construed as mandatory rather than advisory, would impermissibly interfere with the President's constitutional authorities to conduct the Nation's foreign affairs, including protection of American citizens and American military and other Government personnel abroad, and to supervise the unitary executive branch.

COLUMN SNIPPET: "Read any newspaper or turn on any news broadcast and you're bound to encounter stories of Islamic radicals fighting, killing and threatening each other - and just about everyone else.

In Somalia, jihadists, with the support of al-Qaida, have clashed with troops loyal to the country's internationally recognized interim government and now threaten neighboring Ethiopia with all-out war.

Nearby in Darfur, Muslim militiamen called janjaweed are waging genocide against black Christian and animist villagers - apparently with the consent of the Sudanese government.

Shiite and Sunni militias, each claiming to represent true Islam, keep slaughtering each other in Iraq.

Hezbollah ("Party of God") seeks to destroy democracy in Lebanon by provoking Israel, which it is sworn to eliminate.

On the West Bank, Hamas and Fatah have taken a timeout from their attacks on Israel to murder each other and innocent bystanders.

The Iranian Shiite theocracy - when not hosting Holocaust deniers or sending terrorists into Iraq - issues serial pledges to finish off Israel.

The shaky Pakistani leadership pleads that it can neither target Osama bin Laden nor stop Taliban jihadists hiding out in the remote regions of Pakistan from streaming back into Afghanistan.

In Europe, opera producers, novelists, cartoonists and filmmakers are increasingly circumspect out of fear of death threats from Islamists.

While each conflict is unique and rooted in its own history, the common thread - radical Islam - is obvious. It's thus worth asking why this violent, intolerant strain of Islam has taken hold in so many unstable places - and at this particular time."

I sure would like to know what is making these trucks "lose control."

I wish the articles would state if the causes of these truck accidents are speed, weather, being cut off by a car or van, etc. Would be nice.

Beijing Police break into the home of a house church missionary in city
Two church leaders Kidnapped in Xiaoshan, Zhejiang

MIDLAND, TX (ANS) -- China Aid Association (CAA) says that it has learned that on December 7, 2006 a group of policemen along with some unidentified people broke into the home of Xiu Ruibin, a house church missionary in Beijing, beat the people in the house and destroyed the furniture. Another church leader was put under house arrest in Xiaoshan on the eve of the court trial for 8 Christian leaders.

A CAA spokesperson said, “A few days before the attack, some ex-colleagues of Xiu in Heilongjiang Province, who came to Beijing to complain to the Central Government about illegal actions of their local government, were physically attacked by unknown assailants. Xiu took them into her own home for their safety and to preach the gospel to them.
“On December 7, 2006, a group of policemen, led by officer An, came to Xiu’s home to investigate. They threatened the guests and confiscated their ID cards.

“Since the police did not show a warrant or other legal documents, Xiu protested to An. Not long after, An came and asked to enter into Xiu’s home again. Xiu refused because he still could not produce a search warrant.

“In his anger An called several policemen and a gang of ruffians. Being afraid that her guests and her family would be hurt, she closed the iron door immediately and dialed 110 (China’s 911).

“But the iron door was quickly broken. The ruffians rushed into the home, destroyed all the electrical appliances and the furniture. Xiu’s six-year old daughter was terrified and cried. About a dozen Christians were taken away.”

The spokesperson went on to say that Xiu’s husband, Mr. Zhang Honggang is very worried about the safety of his wife and other family members because historically anyone who offends a police officer in charge of their area cannot expect to receive any peace. Zhang asked the brothers and sisters in Christ to pray for them. He hoped to solve the issue by legal measures to ensure the family’s safety, but cannot afford to hire a lawyer.

According to Xiu, being a house church minister, she often hosts at home Christian gatherings, which is frequently disturbed by the police. The police even threaten the Christians with guns.

CAA also learned that on December 14, 2006, on the eve of the trial of the 8 Christian leaders in Xiaoshan, Zhejiang Province, two other remnant church leaders, Tu Shichang and Yu Fuliang were kidnapped by a group of unidentified people on their way to the church. The police refused the inquiry of their family members when other Christians who were arrested in a separate location at the same time had been set free. Three days after their disappearance, the police informed their family members that both of them have been secretly held in a hotel. It is believed the action was to prohibit the Christians to cause any trouble during the trial.

CAA also confirms that a Shanghai House Church Leader Wang Mingwei was interrogated again December 12, by the Xuhui District PSB office and later that day he was released. December 13 and 14, his girl friend was pressured to deny her Christian faith and discontinue her relationship with brother Wang by the security guards and her boss in her work unit. Their House Church was raided December 9, 2006.

“What has happened to the House Church in Beijing, the host city of the 2008 Olympic Games and the Capital of China, is a shame, “said Bob Fu, President of CAA. “The upcoming pre-Christmas trial of the innocent Christian leaders in Zhejiang will be regarded by the international community as a litmus test for religious freedom and the rule of law in China.”

“CAA is arranging financial and legal assistance to these persecuted members. We urge the international community to write and call the Chinese authority to show your concern,” said the spokesperson.

The Regional Security Office at U.S. Embassy The Hague reported the following:

A demonstration is planned for Friday, December 22, from 1:30 p.m. until 2:30 p.m. It is being organized by the "Stichting Beweging Referendum," an Iraqi Kurd group protesting against the Baker Commission Report and the Iraq Study Group. The demonstration is expected to draw 100 people, and will take place approximately 50 meters from the U.S. Embassy on the Tournooiveld. Police expect the demonstration to be peaceful; however, U.S. private sector interests operating near the embassy should be prepared for potential delays.

Gaza, West Bank Churches Attacked
U.S. Consulate General Jerusalem issued the following Warden Message on December 21:

Recent hostilities occurring between Fatah and Hamas factions in Gaza raise a strong possibility of armed conflict and large public demonstrations that may become violent and anti-American in nature in the West Bank and Gaza. Even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to exercise great caution if within the vicinity of any demonstrations, and should strongly consider avoiding such demonstrations altogether. American citizens should also strongly consider limiting their movements over the coming days and avoid any large gatherings of people. If there is a shooting or if crowds form, take cover, and move away from windows to interior areas until activity ceases. There is also the potential for kidnappings, including of foreign nationals, and fighting between various armed factions.

The U.S. Consulate General in Jerusalem urges American citizens to defer all travel to the West Bank and the Gaza Strip in light of increased instability in those areas. American citizens in the Gaza Strip should depart immediately.

Violence between the Israeli Defense Forces (IDF) and militant groups based in the Gaza Strip and the West Bank also can flare up without notice.

For the latest security information, Americans should regularly monitor the Department's web site at http://travel.state.gov, where the current Worldwide Caution Public Announcement, Travel Warnings and Public Announcements can be found. Up-to-date information on security can also be obtained by calling 1-888-407-4747 toll free in the U.S., or, for callers outside the U.S. and Canada, regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays.)

Americans who remain in West Bank and the Gaza Strip are strongly encouraged to register with the Consular Section of the U.S. Consulate General in Jerusalem through the State Department's travel registration website, https://travelregistration.state.gov. U.S. citizens who require emergency services may telephone the Consulate General in Jerusalem at (972) (2) 622-7250.
