ISLAMABAD (AFP) - A Pakistani court has dropped terrorism charges against a British man suspected of being a key figure in an alleged plot to blow up transatlantic airliners.
Rashid Rauf, 25, was arrested in central Pakistan in early August. Pakistani officials said that his detention led to the uncovering of the conspiracy and that he was linked to Al-Qaeda.

Pacific Justice Institute defended Pastor Yanceys right to freedom of speech and unequivocally stated that the hate crime allegations were completely unfounded. The task forces legal counsel, Superior Court Judge Stella Owens-Murrell, agreed with Pacific Justice Institute that no hate crime had been committed, and the matter was dismissed.
Brad Dacus, president of Pacific Justice Institute, commented, We are pleased that freedom prevailed in this case, and we will continue to work hard to ensure that pastors are not silenced by intolerance.

New Target for Islamists in Iraq: Assyrian University Students

MOSUL, IRAQ (ANS) -- An unidentified Islamic group has placed flyers at the Student Union at Mosul University which contained messages directed at Assyrian (also known as Chaldean and Syriac) students and were placed in areas where Assyrian students congregate.
Witnesses report that University security men observed the men placing the flyers but did not intervene.
According to the Assyrian International News Agency, the flyers warned the Christian Assyrian students that in cases where non-Muslims do not conform to wearing the Hijab [head cover for women] and are not conservative with their attire in accordance with the Islamic way, the violators will have the Sharia and the Islamic Law applied to them.
The story went on to say, With kidnapping of Assyrian clergy now occurring on wide scale, Assyrian Community leaders have expressed concern that targeting students is a new phase of harassment and intimidation of the Assyrian community by the Islamists.

Warden Message: Embassy Kigali Advises on DRC Elections
U.S. Embassy Kinshasa issued the following Warden Message on December 12:
The U.S. Embassy in Kinshasa reminds resident and visiting Americans in the Democratic Republic of Congo to be alert to the potential of a rise in criminal activity during the holiday season. American citizens should also be aware of an increase in the number of checkpoints and traffic stops throughout Kinshasa.
As noted in the Consular Information Sheet, local criminal activity often targets non-Congolese, particularly in congested traffic areas and areas surrounding stores and hotels frequented by expatriates. Historically, with the approach of the Christmas and the New Year's holidays, there has been an increase in pick-pocketing and the theft of unattended personal items (purses, backpacks, items left in cars, etc.). Additionally, attempts by unpaid or marginally paid civil servants, soldiers and police officers to obtain money from non-Congolese also increases during this time. Americans may experience a greater number of traffic stops and checkpoints where any number of "traffic violations" are alleged in an attempt to collect money.
Driving with doors locked and windows closed is recommended at all times. If confronted by security forces, American citizens should be wary of permitting police or soldiers to enter their vehicles and should refrain, whenever possible, from getting into the vehicle of anyone purporting to be a security official. If need be, offer to follow them to the nearest police station. It is recommended in all instances with local authorities to remain calm and courteous, and if threatened, not resist. Instances involving threats by police and security officials should be reported to the U.S. Embassy in Kinshasa.
Consistency in administering laws and regulations is notably absent and in the case of robbery or theft, legal recourse is limited. There have been numerous reports of individuals appearing to be, or purporting to be, legitimate police authorities detaining and later robbing American citizens in Kinshasa. This type of crime generally occurs more frequently during the Christmas and New Year's holidays and should be reported to police as well as U.S. Embassy Kinshasa officials.

Pursuant to Embassy efforts to advise U.S. citizens in Bahrain of events or gatherings that may affect them, the following information is provided. Please understand that protests are often spontaneous and will periodically occur due to local issues or worldwide events. Accordingly, all American citizens should monitor events in the local press and be aware of their surroundings at all times. If you find yourself encountering large unexpected gatherings or demonstrations, you should simply depart the area. Upcoming events may include:
13 December 2006: There is a possible gathering in the vicinity of the Al-Jabriya Technical School located near the U.S. Embassy scheduled for the early morning hours of December 13. The gathering is in response to recent local arrests and participants may attempt to march to the Imam Sadeq Mosque in Salmaniya. Expect an increased police presence and possible road closures in the vicinity of the school and U.S. Embassy.
We wish to take this opportunity to remind Americans of the PUBLIC ANNOUNCEMENTS dated October 11, 2006 (Worldwide Caution) and November 20, 2006 (Middle East and North Africa), which reiterate the Department of State's continued concern of possible terrorist attacks, demonstrations, and other violent actions against U.S. citizens and interests overseas. Americans are reminded that demonstrations and rioting can occur with little or no warning.
