Yep. But there is more to it that that. Otherwise south dakota would be one of those that is growing like gangbusters. It isn't. They even pay a woman's child bearing expenses, and still can't grow the population. I think there is also no (or very little) property taxes there, and no state sales tax.(but city sales taxes in some areas)
I could be a little off on the taxes there, It's been a long time since I researched taxes. It seems to me the lowest 3 states for overall taxes was SD, NC, and TX. TN might have been in there too.

basically it seems the people who the government expects to tax into paying for the "gimme free stuff" citizes are fleeing. The irony is that NY tries to do a last gasp income tax on those who flee for the entire final year.

Honestly it can also be partially attributed to some people cashing in their real property in the Northeast and reinvesting in less expensive real property in other regions.
If a Northeast homeowner can sell his/her home for $500,000-$1,000,000+, they can sure have a nice pile of cash to buy a spread in many other parts of the country with plenty of $$$$$ left over.
