In one of the most complex wars in American history, rather than starting with holistic, big-picture thinking towards the challenges and prioritizing resources and actions accordingly, America has spent much of the past five years after 9/11 in reactive and bureaucratic churning.

Last week, Iranian President Mahmoud Ahmadinejad paid a visit to his new best friend, Hugo Chavez, president of Venezuela. On Saturday, he congratulated Chavez on his December re-election and said the Venezuelan people were wise to choose "A person as important on the world stage, a person so wise as Hugo Chavez."

On Monday, they issued a joint statement formally pledging billions of euros to finance – as Chavez put it – "Death to U.S. Imperialism." At the news conference, Chavez turned to Ahmadinejad, pledging, "This fund, my brother, will become a mechanism for liberation. … It will permit us to underpin investments … above all in those countries whose governments are making efforts to liberate themselves from the imperialist yoke."

The visit to Venezuela was Ahmadinejad's second in less than four months. Iran's fanatically religious leader is building anti-U.S. alliances in the region with Chavez's enthusiastic support."

Suspected Terrorist Killed, 25 Detained During Operations

American Forces Press Service

WASHINGTON, Jan. 21, 2007 – Coalition forces killed one terrorist and detained 18 others while conducting multiple operations throughout Iraq today, military officials reported.
During a raid in Mosul one terrorist was shot and killed after he began firing at coalition forces.

Meanwhile, in al Anbar province, coalition forces captured six enemy fighters believed to have ties to a weapons and bomb facilitator.

Other raids in Fallujah, Tikrit, North Karmah and near eastern Balad resulted in the detention of 12 suspected terrorists.

Coalition forces also confiscated numerous weapons during the raids.

During one of the operations, documents were found containing information about a coalition forces member stationed at a nearby U.S. military installation.

Saturday, Iraqi police and Multinational division Baghdad troops foiled a car bomb attack as the driver attempted to enter the International Zone.

Sentries spotted the explosives during a check of the vehicle at an entrance to Baghdad’s International Zone, where the seat of the Iraqi government is located in the city’s center.

The driver and passenger of the vehicle were detained while Iraqi police and U.S. soldiers of Company D, 2nd Battalion, 12th Infantry Regiment, cordoned off the checkpoint.

An explosive ordnance disposal team examined the car bomb, and then performed a controlled detonation at the scene.

Explosive ordnance disposal teams were also used to detonate a roadside bomb Jan. 19 in eastern Baghdad after soldiers of the 2nd Infantry Division’s 3rd Squadron, 61st Cavalry Regiment, discovered an anti-tank mine in the road while on patrol.

Three suspected terrorists seen walking away from the mine site were detained for questioning.

Elsewhere in Iraq on Jan. 19 U.S. soldiers of the 4th Battalion, 31st Infantry Regiment, 10th Mountain Division, seized a weapons cache along the Euphrates River.

In Kaslu, paratroopers of the 25th Infantry Division's 1st Squadron, 40th Cavalry Regiment, detained two suspected terrorists during a vehicle search.

Northwest of the capital, in the Saba a-Bor region, elements of 1st Battalion, 7th Cavalry Regiment, 1st Brigade Combat Team, 1st Cavalry Division responded to an explosion where they found a destroyed mosque.

Upon arrival, the unit searched the remains and area surrounding the mosque, reporting no casualties.

The cause of the explosion is currently unknown. The incident is under investigation.

Two South African NRIs accused of Al-Qaeda links
Durban, January 21, 2007

Two South African Muslims of Indian origin have been accused of having links with the Al-Qaeda by the US in a document submitted to the UN, a media report here said. The US has submitted documents to the UN that alleges that Farhad Ahmed Dockrat, a cleric and a businessman from Pretoria and Junaid Ismail Dockrat, a dentist from Johannesburg are cousins with links with the Al-Qaeda network.

The US claimed that Farhad Dockrat in 2001 had given USD100,000 to the Taliban ambassador to Pakistan for transmission to the Al Akhtar Trust headquarters in Pakistan, which had been identified as a fund-raiser for the Taliban in Afghanistan, the Johannesburg-based Sunday Times said on Sunday.

The Trust has been identified as a Special Designated Global Terrorist group (in terms of the Executive Order 13224), designed to block financial and material support to terrorists and their facilitators, the US said.

Junaid Dockrat has been accused of being in contact with Al Qaeda's late operations chief Hamza Rabia and co-ordinating the travel of South Africans to Pakistan to train with the terror group.

However, both have rejected the allegations. "I have never paid any money to Al-Qaeda in my life. If one is Muslim and had Muslim concerns at heart, then one is considered a terrorist by the US," said Farhad Dockrat.

"We are public figures, law abiding citizens. I will absolutely contest this. I am not involved in funding Al-Qaeda. Nobody has come to me to explain why the US has put me on the list", said Junaid Dockrat.

With the publication of the Supplementary Anti-Terrorism Act in the German Gazette today, the German government's controversial new measures to combat terrorism have taken effect. This Act expands and extends the authority created for the secret services after September 11, 2001. The Constitution Office, the Federal Intelligent Agency (BND), and the Federal Armed Forces Counterintelligence Office (MAD) will now all be able to collect information from airlines, banks, postal firms, and telecommunications and teleservice companies. And they can do so not only when investigating suspected terrorists, but also when investigating "unconstitutional efforts" within Germany. For instance, the use of the IMSI catcher to monitor mobile communications has been greatly expanded. The Secret Services may also conduct covert investigations within the Schengen information system.
The services that have a right to collect information will now have a much easier time getting it from the private sector. In particular, Article 10 of the German constitution, which stipulates that a ministerial order is required with the consent of the G10 commission in the German parliament, has been restricted, making it easier for the Secret Services to get information from airlines and banks, for instance. However, the Secret Services still have to report to the parliamentary oversight commission.

Furthermore, the prerequisites for the acquisition of connection and traffic data from postal companies, telecommunications firms, and teleservice providers have been extended to include additional cases of violence. Now, the investigations must concern attempts to disturb basic democratic liberty or the existence or security of the federal government or the country or attempts to illegally obstruct the operations of constitutional organizational units at the federal or state level or the work that its members perform. Furthermore, the secret services can obtain data about vehicles and vehicle owners automatically from the record books. The new Supplementary Act also provides a legal foundation for a comprehensive test for the inclusion of fingerprints in electronic passports.

Teenager "kidnapped" for suicide mission

When recruitment fails, there's always force. Or is this story just Sadiqullah's attempt to avoid prosecution? "Waziristan teenager ‘kidnapped’ from Peshawar for suicide mission in Karachi," by Zar Nageen in the Daily Times, with thanks to DFS:

KARACHI: A teenager from South Waziristan has surfaced in Karachi with the extraordinary tale of being kidnapped by people who told him that they would make him carry out target killings and a suicide attack.
Sadiqullah, who says he is 14, told Daily Times from the office of the Ansar Burney Welfare Trust Friday that he was kept in a comfortable place with many other boys and five girls.

According to him, he is a class eight student who boards at a hostel of the Frontier Children Academy, Hayatabad, Peshawar. His father Sardar Ali Khan is a businessman from South Waziristan. He claims he was kidnapped from his hometown on January 16 and reached Karachi Thursday night where he turned up at the Karachi Press Club after spending three days with his kidnappers.

Sadiqullah asked the abductors how they managed to make a video of them while they were in the academy. He was told that they had been following him and his friend for several months and wanted them to perform some special task. They said that they would also bring Irfan in a few days and then they would have to commit several murders and a suicide attack.

Sadiqullah said that it was impossible for him to kill anything. Upon this, the kidnappers signalled to the other boys in the room who started beating him. He said that he fought back and was injured. He was tied in a corner of the room and was told that he should think over his decision for which he was given 25 minutes. Eventually, Sadiqullah said he agreed to kill others in order to protect his own life.

ARTICLE SNIPPET: "ALBANIA (ANS) -- My name is Fatmir Kaloshi. When I’ve set out to beat someone, I’ve beaten him… I’ve wounded him.


This was the only instance it wasn’t working! It was gnawing at me for an hour or two, until I lay unconscious.

I liked to keep strong company: physically and in terms of wealth. Poor or weak people weren’t on my list. In fact, I said of them: “Let them die!” Often, as I drunk alcohol I didn’t pay, and I humiliated people. I used to tell the waiter or the owner to come crawling towards me and ask forgiveness for charging me the cost. I wanted to be the commander.

Life has not been so bad to us, because we’ve had some help from my aunt living in Sweden. My father worked in the copper factory in the city of Kukës. In 1996, I started to work as a builder in Macedonia. But since 1997, apart from that work, I did some ‘other business’. I’ve been involved in running guns, which I used to buy in Albania. It was a very profitable job. Being hungry for money, I was ready to sacrifice my life. I always protected myself by keeping some bombs in my belt. “If I die, at least I will also take two or three of those (Serbians) with me,” I thought.

In 2002, I came back to Albania. One day, I saw some Christian books such as ‘Who is God?’ at my house. After asking who brought them, my mother said that they were from very good and open people, and that they prayed to God far more than we did. I got angry and started to tear the books saying that I was a Muslim! I hated Slavs and Christians. “I will kill them,” I said to her."
