That's not too big for a country that is prepared for earthquakes. Japan is prepared for earthquakes just like our country.
You only have problems with earthquakes that size in countries that don't have earthquake codes.
It's when they get above 7 that you need to worry in developed countries.

Isn't less than six pretty much a yawner? Depends on how shallow/deep. A five close to the surface could be devastating.

Japan is prepared for earthquakes just like our country. In the late 80's, while living in Tokyo, I experienced an earthquake that registered 6.5. Everything shook like mad for about 30 seconds. The trains were all running again within an hour and very little damage was reported.

If the quake had been shallower, the entire Marina District (right by the Golden Gate Bridge) would have disappeared, because it's built on landfill. The landfill would have liquified.
Think about cake batter. You pour it into a pan and thunk it to get rid of bubbles, the top surface barely moves.
If you swirl the pan around...the movement is shallower and the top can slop over the top.
Would appreciate a better analogy from anyone else!!!
