Deep inside the heart of the "Green Zone", the heavily fortified administrative compound in Baghdad, lies one of the most carefully guarded secrets of the war in Iraq. It is a cell from a small and anonymous British Army unit that goes by the deliberately meaningless name of the Joint Support Group (JSG), and it has proved to be one of the Coalition's most effective and deadly weapons in the fight against terror.
Its members - servicemen and women of all ranks recruited from all three of the Armed Forces - are trained to turn hardened terrorists into coalition spies using methods developed on the mean streets of Ulster during the Troubles, when the Army managed to infiltrate the IRA at almost every level. Since war broke out in Iraq in 2003, they have been responsible for running dozens of Iraqi double agents.

Another positive aspect of the war on terror that the mainstream media does not see as fit to print.

Looks like they're printing it now.
But I don't know why.

I think they may be printing it now (the Telegraph is a right of center paper in the UK, not another NYT) to let the terrorist know they have spies in their midst. One of the reasons the IRA agreed to a cease fire was because they know their operation had been infiltrated to the point where they could not trust anyone so were, de facto, impotent. The knowledge also led to them literally turning on each other as the paranoia got worse. I wonder if they are hoping to disrupt terror cells by putting this info out there.

"Top Secret"
Is it "top" so that everyone can see it?

Printing this makes plenty of sense. If the terrorists read this, they are going to wonder if they can trust anybody who has been out of their sight. They won't trust each other, will likely kill each other trying to keep security, thereby doing our jobs for us. This is also likely to make sure that the ones who would go back to the other side won't be trusted and those who manage to get back without anybody knowing that they were gone will keep their mouths shut.
