Name a time when national security is NOT the top issue.

When everything is simmering on the back burners worldwide in a stable detante rather than at a full boil where people are actively trying to kill us, rather than merely undermine our way of life.

When we aren't under attack, we can look at the other pressing issues of the day. But when the enemy is in our face, then that is the overriding demand.

So we can't fight terror and not sign gun control legislation at the same time? We can't hold down domestic spending during the WOT?

I've heard similar explanations before, and quite frankly they sound like excuses to me.
