The best charity is yourself. Pick a friend of your children who needs a car, or that kid down the street who needs a first ride. Don't know any? Ask the pastor of your church (if not offer to them in the first place), call your local religious run food bank, or pick up the phone and call your local teen center and ask who is a deserving teen to get your car.
Your car will go to a worthy cause, and you'll know who you helped.

You are absolutely correct. Find a needy family and give them the old car (if it's running, they can't exactly pay big repair bills). Problem is you won't be able to deduct it because you haven't run it through the pre-approved, statist factory of government/charity that rules the benevolence in America.
One BIG word of caution. Make sure the person you give it to gets the registration transferred to his/her name immediately. The owner of the car is ultimately responsible for liability. I gave a car to a needy lady and wound up with a red light camera ticket a few months later.

(Limited government is the answer. What's the question?)
