Climate Panel Recommends Global Temperature Ceiling, Carbon Tax By Peter Heinlein United Nations 28 February 2007

A panel of scientists has presented the United Nations a detailed plan for combating climate change. VOA's correspondent at the U.N. Peter Heinlein reports the strategy involves reaching a global agreement on a temperature ceiling.

A group of 18 scientists from 11 countries is calling on the international community to act quickly to prevent catastrophic climate change.

In a report requested by the United Nations and partially paid for by the privately funded U.N. Foundation, the panel warns that any delay could lead to a dangerous rise in sea levels, increasingly turbulent weather, droughts and disease.

The report was issued three weeks after the Intergovernmental Panel on Climate Change concluded that global warming is real and caused in large part by human activity. But unlike the IPCC report, this latest document makes policy recommendations.

Panel member John Holdren of Harvard University says the world must be mobilized immediately to avoid catastrophe. "Climate change is real, it's already happening, it's already causing harm, it's accelerating and we need to do something about it, and we need to do something about it seriously, starting now. Our specific conclusions are that if the world were to go past the point of an increase above pre-industrial temperatures greater than 2 to 2.5 degrees Celsius, we would be in a regime where the danger of intolerable and unmanageable impacts on well-being would rise very rapidly," he said.

The panel's recommendations include a series of steps to cut the rate at which temperatures are rising. Chief among them are a global agreement on an acceptable ceiling for temperature rise and finding ways of adapting to cope with the damage already done.

I think the Sun (the source of global warming) would reject any such sanction. These people are way too full of themselves with this terraforming concept.

The socialists attack again --- TAX, TAX, TAX, TAX anything and everything. Karl Marx would be proud. We have to hand it to the liberals -- they can really create a false reality that either can be taxed or can generate money taken from the government....it is their lifeblood -- like ticks on a dog sucking the blood out of it.

My panel did a review and determined with 100% certainty there is no correlation between charging more taxes and climate change.

Why are all liberals so concerned about global warming?

Why, if Al Gore and his buddy Clinton are so concerned about global warming, why didn't they provide any leadership on the issue when they were president and VP? Global warming was talked about a lot in the 90s. Lots of talk but no action then, when these liberal icons were in positions of authority.

Why didn't Clinton push for the Kyoto protocol ratification, if he is so concerned about this? Why didn't he negotiate more on the issues?

There's lots of questions that can be asked about why Dems. don't take certain actions when they have been in charge in Washington.

Do any of these scientists who want to set a Temperature Ceiling have any idea where the earth's thermostat is located?

Is the horrible effects of Global Warming any worse than the horrible effects of efforts to stop it will be.?

I wonder how they'd feel if we were to modify their little taxing scheme a bit ?

Give each country a GHG "allowance" based on GDP per capita of 1990 levels. If your GDP per capita is lower than the US, then you pay a tax until you can bring your populations's productivity up to the level of Americans.
