Sounds like Algore wrote that. He is the master at subversively breaking down the boundaries between natural science and the humanities with his fictional junk science. In other words he is passing off science fiction as reality.

Actually, it wasn't. Those are two quotes that are excerpts that are part of the intro to a fake post-modern paper published by a physics professor, in what is known as "The Social Text Affair".
