What does Rudy mean when he says that his wife Judith G., a former nurse, while not sitting in on cabinet meetings, will be deeply involved in preventative health?

Reading between the lines, this sounds ominous. What does she have in mind? Big Mac and fries ban to prevent obesity? Maximum 4 drinks at a bar? A concentration camp for smokers?
