I heard this language a decade and a half ago when this state Believed it... until I looked up the recidivism stats available even then.
The incorrigibles do exist, but I have yet to see stats that suggest "a small number of prolific offenders" are responsible for most crime. (I'd be more than happy to see studies that establish that this is the case.)
