Achmeddickjob said he would return the 15 sailors as a gift to the United Kingdom. I suspect some back channel diplomacy told him we would then consent not to deliver our gift from this:

I don’t think the Iranians ever intended to hold the sailors long-term. They released them when it would give them the best propaganda advantage. They’ll do the same with the next batch of kidnapped soldiers/sailors.
