City May Set Up Panel to Stop Bad Odors

OGDEN, Utah Apr 10, 2007 (AP)— The city may be looking for a few good noses. When it meets Tuesday, the City Council is expected to set a public hearing for a law that would create a committee to sniff out objectionable odors.

Ogden's chief administrator, John Patterson, said the city is not singling out a specific company for enforcement. But there have been complaints about a pet-food factory, American Nutrition Inc.

Despite promises, American Nutrition has failed to install an exhaust scrubber on three ovens that bake treats for dogs and cats, Patterson said.

"Stench is not the lasting memory that we want people to have in Ogden," he said.

Councilwoman Dorrene Jeske said an ordinance is overdue.

"The odor from the American Nutrition plant may have hindered us from getting some businesses along Wall Avenue," she said.

Company executive Bill Behnken was away from his office Monday and unavailable for comment.

American Nutrition last year said it had installed scrubbers on equipment used to produce kibble products from a mix of corn, wheat, rice meal and meat products, the Standard-Examiner reported.

In addition to creating a sniff patrol, the ordinance would also require companies to adopt technology or change practices to reduce or eliminate bad odors. Violators would be fined $125 to $500.

A panel consisting of a city building official and three residents appointed by Mayor Matthew Godfrey would investigate complaints.

A device known as an olfactometer would be used by city inspectors to determine if an odor had reached an objectionable level. Restaurants and bakeries would be exempt.

A device known as an olfactometer would be used by city inspectors to determine if an odor had reached an objectionable level.

I was under the impression that an olfactometer created smells, not measured them.

great, another committee at taxpayer expense..tell them what, pay me $150k a year and I’ll do nothin but drive around breathin..if I smell somethin bad, I’ll report it..no need for a freakin committee..

Reminds me of the guy who opened a trailer park next to a 300 acre pig farm. When he was asked, “what about the smell” he responded, “Those pigs will get used to it.”

I didn't know that Ogden, UT had a hippie problem...

Actually, I've been to that area of Utah. The smelters and such put off an unbearable stench at times both up near Ogden and down near Provo. I remember spending a couple weeks in Provo back in the late 70's and there was a few days in there that the smell nearly drove me insane. It was that bad.

And when the fairy shrimp in the Great Salt Lake ferment in the sun, what will they do?

I don’t know if it’s Ogden or SLC, but one of the cities has an ordinance that limits the rise of the lake (flooding is illegal).

I was about to say the same. This is make work. The smelters, bless them, make all the smell in that valley. Laughable really.

Smells can be very subjective. This reminds me of when I was at another of my employers plants in a different city learning to operate a new piece of equipment. I’d been hard at it for some time when I went outside for a breathe of fresh air. While outside, I smelled this most delicious odor. I looked around to find the source and realized it was coming from the Purina plant next door. I also realized it was 2:30 in the afternoon and I really needed to get something to eat.

A stink is what you get when cooking vegetables. Put meat back in the food and it will smell good; especially if it is horse meat. Yum yum.
