Ten years ago this month, on February 24, 1997, a Muslim identified as Ali Abu KAMAL waged his own jihad from the 86th floor observation deck at the Empire State Building. KAMAL, a 69 year-old Palestinian from Ramallah "made some sort of statement about Egypt" before he began shooting at tourists killing one person and wounding six others. He then shot himself in the head and died 5 hours later at a New York hospital. Witnesses stated that during the shooting spree, KAMAL asked potential victims whether they were from Egypt. Then-mayor Rudolph Giuliani attributed the actions of the gunman to his mental state of mind, while police officials later concluded that KAMAL "acted out of rage at monetary loss."
"The Mayor was concerned about gun control issues, and determined that this was a case that cried out for stricter gun control," she said. "After discussions this morning at the meeting, he had the staff reach out to Congresswoman McCarthy, and to other gun control advocates. A few calls were made, and advocates pretty much organized themselves to come. They have an extraordinary communications network."
This very incident was referred to in his address to the Citizen Crimes Commission.
"And even as we grieve for those who lost their lives, and our hearts and prayers go out to the victims and their loved ones, we may be able to find some sort of meaning in this tragedy by using it as a catalyst to revive national gun control efforts."

My point is that he knew he was powerless to enact any gun control. He may well have advised the Clinton crooks, but he knew full well that Cities do not have the power to control guns. There may be licensing requirements, but they can’t control guns. Even a private citizen like me knows that. A DA knows that better than I. Rudy may be a powerful speaker and leader, but he does not have the power to stomp over the constitution. Many politicians can speak their views, but thanks to the powers of the constitution and the States control over the actions of a city Mayor, Rudy knew full well what he could accomplish and what he could not.

Indeed. I was a legal NYC pistol carry permit holder, original granted in 1980; every 2 years, according to law, I renewed my permit on my birthday. No problem through 2 democrat administrations (Koch and Dinkins). When Giuliani came in, the rules changed, and after 19 years, I could not re-up. He’s a gun grabber.
