Theroetically, no. FMCSA regs require proficiency in the English language to get a CDL (I have one....). HazMat drivers have to go through a Federal background check for an endorsement (don’t have that — don’t haul hazmat...)

Although we see it almost daily, that they can’t. I havr interviewed (so called) drivers that can’t read a box of ceral. Usually, they get their CDL’s from a “Professional” driving school.
