Giuliani lays out immigration plan to Latino group

Former New York Mayor Rudy Giuliani (R) told members of the Latino Coalition on Tuesday that U.S. immigration policy demands a complex answer that should include tamper-proof ID cards for new immigrants, a border fence and a pathway to citizenship for undocumented workers.

“We have to look at illegal immigration from the point of view of what makes America more secure,” Giuliani said.

He also advocated establishing a database of all immigrants, saying the U.S. needs a “system that identifies people and why they’re coming here.”

Having 12 million undocumented immigrants in the country “makes it easier for terrorists and drug-dealers to hide,” said Giuliani, who is the frontrunner for the GOP presidential nomination. According to the former mayor, lowering that number would make it easier to find terrorists.

Giuliani wants undocumented workers to come forward and claim citizenship “if they’re making an honest contribution.” He added that adherence to American ideals is what makes an American citizen, and that those who have come to the U.S. to make an honest living should be afforded official citizenship.

Giuliani stopped short of calling this “amnesty,” however.

“Of course we shouldn’t have amnesty,” the former mayor said. “People here legally should be at the front of the line.”

Undocumented immigrants who sign up for the pathway to citizenship should have to pay penalties and back taxes, and must demonstrate that they speak English, Giuliani said.The group of Latino businessmen and -women applauded Giuliani’s speech, which stressed the hard-working egalitarianism of American citizenship and the efficacy of promoting business to curb unemployment.

His pandering speech sounds like it came right out of GW Bush's mouth. The LAST thing America needs is more insane policies like those of GW Bush.

America needs a president who puts America FIRST and makes rational decisions regarding America's future. We have been cheated of that for the last 18 years with the Bush/Clinton/Clinton/Bush/Bush regimes. ENOUGH IS ENOUGH!

pay penalties and back taxes

I heard Senator McCain say that he's opposed to these non-citizens being eligible to collect earned-income "refund" checks when they "pay" their back taxes.

What about the rest of the Senate? The House?

Non-citizens legally here are ineligible I believe but Hey! they followed the rules, the dummies.

Here’s the pathway to citizenship: Go home to where you came from, and apply for a green card through the U.S. Consulate, the same way everyone else does. Then, when you’ve been here legally for a number of years, and providing you’ve kept your nose clean, you can apply for citizenship, the same way everyone else does.

The only thing he could have done to be more like Bush would have been to talk in spanish. I can't wait to hear Juliannie try a speech in spanish.

Related question for the group. When you become a naturalized citizen of the US, does your oath require you to give up of forgo citizenship in any other country?

Uh, 1.) what you already described IS amnesty, and 2.) what about the people who stay in their native countries and go through proper channels to obtain entry to the U.S.? Where do they belong in "the line"?
