Why not just outlaw bullying? Oh wait, fat nerds with glasses aren’t a politically viable special interest group. Not like homosexual muslims.
The location of assaults may change but this doesn’t get at the root cause.

Other recommendations include having blurred glass cubicles and not having urinals.
Maybe they'll outlaw toilet paper squares too and we can squat over holes in the ground and wipe with our hands like muslims. Islamic washing bowls are being placed in American airport bathrooms and on the campuses of American public universities. It isn't that impossible.

You nailed it. Of course it is that way here in the USA too. Unless you either provide campaign contributions, campaign issues, or votes — you do not count in our society and YOU must obey the law. The others are exempt from laws, and get special treatment...

there is no substitution for effective supervision - something teachers have historically been averse to. if teachers provided real supervision over students, then there would be little or no bullying.

Actually there is another agenda.
These are part of the demands made by Muslims in England - There is a PDF file on the list of demands somewhere on the net - I've seen it - quite long and quite extensive - from what I have heard is that the British have agreed to all of the demands made on them.

I am no fan of bullies, but are they really the most serious social problem we face?Probably not, however, I would guess that the consequences of bullying are worse today than they were when I was in HS 20 years ago. Back then we wanted to kill our tormentors, instead you just had to stand up to them. Sometimes it worked, sometimes it didn't, but you at least got the satisfaction of standing up for yourself. Today, the most extreme cases result in in the shootings we see. Apparently standing up for yourself isn't enough for these nutcases.

I remembered when I was in Jr. High (middle school) that the bathrooms were to be places to be avoided ! I was fortunate that I did not have to go #2 at school during my time there. H.S. was different. 99% of people had enough sense to leave you alone while you are taking care of business.
I would be in favor of implementing a design of fully enlosed stalls (no cracks, no openings). When someone needs to go #2, the design would ensure complete privacy and provide a means of being left alone.
At my son's school, the sinks are out in the hallway which is interesting.
