The reason the change was made was simple: people were campaigning on who would be sent to Washington, not on the issues. The rationale for the change was to get state elections back to the issues. The founding fathers wanted the best men in the senate, so hot issues could cool like ‘tea in a saucer’ under the guidance of senior statesmen. Congressmen were only elected for 2 years in case they were hot tempered. The senate, in approving judges, ratifying treaties, and confirming other positions, wields far more power than should be granted to freely elected hot heads.
