Rep. Dave Obey (D-Wis.) outlined a new plan for an Iraq funding bill in private meetings Thursday afternoon, congressional aides said.
The plan would split the now vetoed supplemental spending bill into two bills, one that would provide two months of funding for the Iraq War and another that would fund the agricultural programs contained in the earlier bill, aides said.
In addition to the two months of Iraq funding, the bill would provide a $10 billion cushion to allow the military flexibility. It would also require the president to report back to Congress by July 13 on the extent to which the Iraqi government had met certain benchmarks for progress.
The plan would "fence off" additional combat funds until Congress voted to "unfence" them. Such a vote would be held on July 24. A vote of the FY08 defense appropriations bill would be delayed until September, one aide said.
Pelosi was present at the meetings with Obey, aides said. A spokesman for Pelosi had no comment on whether she was supportive of the new plan.
One of the private meetings was with members of the Out of Iraq Caucus, who seemed pleased with the proposal, aides said.

Democrats are loosing this battle and they know it. They have BS’d the American people one too many times.
You expected to learn whether the timetable would be taken out?
With the kind of stealth legislation the Democraticans are forced to resort to, this bill will STILL have the timetable written in with invisible ink, designed to become visible only AFTER Bush has signed the interim funding bill.
What will happen is that the funding will be re-authorized on 60-day increments, until the Democraticans are confident of their ability to force through a timetable.
The timetable is their real objective, all the time. Meanwhile, Bush is forced to come back to Congress, hat in hand, every couple of months.
President Bush seems to have found his cojones. At least on this particular topic. So maybe he will veto this short time funding bill as well.
The Rats really have sunk to a new low if they are going to send a bill for signature that only covers 2 MONTHS of funding. I do agree there should be benchmarks for the Iraqi Govt since theyre the ones who seem to be dragging their feet. But the bill should be the $100 Billion originally requested. This is NOT compromise - this is partisan democratic BS!!
