It seems clear that the Mexican government HAS been aiding and encouraging illegal immigration. In addition, they seem to encourage a notion of “dual citizenship” and voting in both countries’ elections.

Hey Chertoff, can we just adopt Mexico’s comprehensive immigration policies? They seem to make things clear in a lot less than 800 pages.
IIRC, there is a provision in the Patriot Act that allows the Secretary of Homeland Security to suspend any Law that stands in the way of building the Fence.....how long has Cherthoff been the Secretary????????

Oh - and by the way, Mr. Chertoff - if Mexico is not encouraging mass illegal immigration, then exactly why does the Mexican government actually have training camps, and even an amusement park dedicated to the experience of sneaking into the US? Why does their government provide direct aid to those seeking to enter the US illegally?
