Calif. Ammo Registration Bill Scheduled for Hearing [Barf Alert]

The Assembly Appropriations Committee has scheduled Assembly Bill 362 for a hearing on Thursday, May 31.

AB362, sponsored by Assembly Member Kevin de Leon (D-45), would require identification be presented for all mail order and face-to-face ammunition sales. Sellers of ammunition would be forced to keep detailed and accurate sales records. No retail seller of ammunition would be able to sell, offer for sale, or display for sale any ammunition in a manner that allows ammunition to be accessible to a purchaser without the assistance of the retailer or authorized employee. The Federal law requiring ammunition purchasers to present I.D. was repealed by the Firearms Owners Protection Act of 1986, because it was found to be ineffective in reducing crime.

Existing law generally regulates the sale of ammunition.

This bill would require that commencing July 1, 2008, unless specifically excluded, no person shall sell or transfer more than 50 rounds of handgun ammunition in any month unless they are registered as a handgun ammunition vendor, as defined. The bill would also require these vendors to obtain a background clearance for those employees who would handle ammunition in the course and scope of their employment. The bill would require the Department of Justice to maintain a registry of registered handgun ammunition vendors, as specified. Violation of these provisions, as specified, would be a misdemeanor.

The bill would also provide that no retail seller of ammunition shall sell, offer for sale, or display for sale, any handgun ammunition in a manner that allows that ammunition to be accessible to a purchaser without the assistance of the retailer or employee thereof. Violation of these provisions would be punishable as an infraction with a fine of $500, or as a misdemeanor.

The bill would further provide that no ammunition or reloaded ammunition may be delivered by a common or contract carrier pursuant to a retail transaction unless certain conditions exist. A violation of these provisions would be punishable as a misdemeanor, with enhancements for prior violations.

By creating new crimes, this bill would impose a state-mandated local program.

Existing law provides that it is a crime to sell ammunition to a minor, or to sell handgun ammunition to a person who is under 21 years of age.

This bill would provide that any person under 21 years of age who purchases, or who attempts to purchase, handgun ammunition by using a false identification document, or by otherwise misrepresenting the person's age, and any minor who purchases, or attempts to purchase, any ammunition by using a false identification document, or otherwise misrepresenting the person's age, is guilty of a misdemeanor.

By creating a new crime, this bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that no reimbursement is required by this act for a specified reason.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes.

55.11 LAMC - Record of Ammunition Sales: Requires the sellers of ammunition to maintain a log of each transaction that includes the purchaser's name, California Drivers License number and a thumbprint.

55.15 LAMC - Fingerprinting of Firearm Purchaser: Requires firearm dealers in the City to obtain the right thumbprint of firearm purchasers and maintain the thumbprint records.

55.16 LAMC - Ban of Ultracompact Firearms: No gun dealer shall process the title of any ultracompact firearm to any person. A ultracompact shall mean any pistol, revolver or other firearm designed to be concealed which has an overall length of six and three quarters inches (6.75") or less of an overall height of four and one half inches (4.5") or less, measured with the magazine detached.

Since I have a Ruger "Deerstalker" .44 magnum rifle and a Rossi .357 magnum lever action carbine, and several .22 and .22 rimfire magnum rifles. I guess I won't have to worry if the new law passes because as long I use these cartridges in my rifles, I'm obviously not using any of that evil horrible 'handgun ammunition.'

One of the best things conservatives have on their side, besides the 2nd amendment, is that the libs proposing these idiotic laws have absolutely no knowledge of firearms (except that they are "evil") and this ignorance is constantly displayed in the many ludicrous ideas they propose. And of course they make things up, too. Remember the horrid epidemic of gangs using "Cop Killer Bullets"? You don't remember? Neither do I, but many libs to this day, who can't tell you the difference between the left-wing-invented 'Cop Killer Bullet' and any other high-powered round will insist it's true.

The gun banner extremists in California want to suffocate the gun business to death with red tape. Registering ammunition isn't going to deter criminals. It will just make it more burdensome for law-abiding individuals to buy ammo in a gun store without affecting crime. A federal requirement like this was repealed 20 years ago because it didn't work. California is about to discover the hard way the same lesson if this idiotic measure becomes law there.

As I am sure you know every caliber you mentioned is ‘handgun’ ammo. I have a .454 Puma lever that will shoot 45LC as well as .454 both of which is ‘handgun ammo’ so as you say the lefties have no idea of firearms.

The scary part is THEY DON’T CARE!! Ban guns = good!
